VARA compliance for Web3 protocols

Dubai's Virtual Assets Regulatory Authority runs the most specific rulebook regime in the corridor, and it is where LEXI's V0 opens. Here is how the framework fits together, and where a co-signed legal opinion fits in it.

What VARA is

The Virtual Assets Regulatory Authority regulates virtual asset activities in the Emirate of Dubai (outside DIFC). It licenses virtual asset service providers per activity, under a rulebook regime: compulsory rulebooks that apply to every VASP, plus an activity rulebook per licensed activity, from advisory and broker-dealer services to custody, exchange, lending and transfer.

Since January 2026 there is also a federal layer. The Securities and Commodities Authority became the Capital Market Authority under Federal Decree-Laws 32 and 33 of 2025, and virtual assets sit explicitly inside the federal perimeter. Where a legal opinion fits in a VARA journey

Whether you are scoping if your activity needs a licence at all, preparing a licensing application, or answering a counterparty who asks "are you allowed to do this in Dubai?", the load-bearing artifact is the same: a scoped legal opinion from a licensed professional. Exchanges ask for one before listing. Banks ask for one before opening accounts. Partners ask for one before integrating.

Today that opinion is a PDF in a data room. Nobody downstream can verify it without emails and phone calls, and it goes stale silently.

What LEXI does differently

  • The engine watches the rulebooks. V0 engine coverage is built on the live VARA rulebooks, so the checklist your case is measured against reflects the current text, not last year's.
  • A licensed professional signs. The output that matters is a crypto legal opinion co-signed by a licensed professional who ran their own diligence.
  • The opinion becomes a credential. Scope, dates and reliers are committed on Base. When your counterparty asks, you hand them a credential they can verify, not a PDF and a promise.

Common questions

Does a LEXI credential replace a VARA licence?

No. If your activity requires a licence, you need the licence. A credential records a professional's scoped opinion, which may cover questions like whether your activity requires a licence and how your structure maps to the rulebooks.

When does VARA coverage go live on LEXI?

V0 targets end of August 2026, VARA first, with a small founding cohort. The protocols page covers what early access includes.
