Corridor regulation tracker 2026, edition 1
Dated regulator events on the India, UAE, US and EU corridor, each with its source and what it does to a legal opinion's scope or date. 55 rows, re-read at every source on 11 October 2026 and verified again on 16 October 2026, with the same rows as a CSV.

The tracker follows the regulators wherever they move. LEXI's own coverage is narrower: VARA (Dubai) on Base Sepolia testnet today; the EU (MiCA) and India (FIU-IND) are V1, next up; US coverage is on the roadmap. Nothing is on mainnet. LEXI is not a law firm, and nothing here is legal advice.
What this tracker is
The corridor tracker lists dated regulator events on the India, UAE, US and EU corridor and states, for each, what it does to a legal opinion's scope or date. Edition 1 covers 30 December 2024 to 16 October 2026 and was re-read at every source on 11 October 2026 and verified again on 16 October 2026. An opinion speaks as of its date; this tracker tells a relier which rules changed after that date. 7 earlier standing instruments that the window's rows depend on are included and marked baseline.
What "effect on an opinion" means
A legal opinion answers a defined question under named law, on stated facts, as of its date. Two things can go wrong with it later: the law it read can change (a scope effect) or the facts it relied on can move (a date effect). The effect column labels each row with one or both. It says what a relier reading an opinion dated before the event should check, in verification terms only. It does not say whether any project is licensable, and it describes no licensing or registration steps. That is a question for counsel, not a conclusion LEXI gives.
The snapshot rule
Some rows are counts rather than events: a register size, a list of orders, an absence of orders. Each is a snapshot with its own as-of date, printed in the date cell, and none is presented as stable. A negative row (no order listed, no text published) is stated with the date it was checked and re-checked in the next edition. Where a regulator has not published an instrument's text, the date cell reads "not published at source" rather than a guess, on the page and in the CSV.
Where the rows come from
Every row names the regulator, statute, Official Journal, Gazette or parliamentary document it was read from, with the URL. No law-firm summary is cited in any row. India rows come only from FIU-IND, the Gazette, SEBI and parliamentary answers; US rows only from official sources. Two FIU-IND documents are scanned images; their rows were OCR-verified against the scans and are marked so in the CSV.
UAE: federal (CMA)
The federal layer changed on 1 January 2026. The resolution that carries the federal VASP activities sits on the CMA Rulebook with its dates, so its row is dated like any other. The UAE CMA briefing reads the same rows in prose.
| Date | Jurisdiction | Regulator | Event | Effect on an opinion | Source |
|---|---|---|---|---|---|
| UAE (federal) | CMA | Federal Decree-Law No. (32) of 2025 (the CMA replaces and renames the SCA, Art. 2(2) and (3); in force under Art. 30) and Federal Decree-Law No. (33) of 2025 on the Regulation of the Capital Market (issued 1 October 2025; in force under Art. 85) enter into force. FDL 33 defines Virtual Assets (Art. 1), lists Promotion (Art. 3(1)(i)) and activities and services related to Virtual Assets (Art. 3(1)(y)) as licensable, reaches any person targeting clients within the State (Art. 2(1)(d)), excludes Financial Free Zones and Central Bank-licensed activities (Art. 2(4)), ties trading to an official list plus CMA registration (Art. 39) and gives one year to adjust status, extendable by the Board (Art. 83). FDL 32 Art. 27(3) keeps Cabinet Resolutions 111 and 112 of 2022 in force until replaced. | Scope and date. A UAE-federal opinion dated on or after 1 January 2026 names the CMA, not the SCA, and reads FDL 33 Arts 2(1)(d), 3 and 39. An earlier opinion cites the SCA and the 2022 Cabinet Resolutions, which stay in force until repealed, amended or replaced. The Art. 83 adjustment period runs to 1 January 2027 by arithmetic and the Board may extend it. | uaecma.gov.ae (new CMA law) (opens in a new tab) · FDL 32 of 2025 (EN) (opens in a new tab) · FDL 33 of 2025 (EN) (opens in a new tab) | |
| UAE (federal) | CMA | Resolution No. (04/Chairman) of 2026 Concerning the Regulation of Virtual Assets Service Providers and the Alternative Trading System Operator (also cited as 4/R.M of 2026). Board approval 26 December 2025; issued 13 February 2026; Official Gazette 27 February 2026; in force 28 February 2026 (Art. 7, the day after publication). Three modules (Art. 1), a one-year regularisation period (Art. 3), and Art. 6 repeals Decision No. (26/Chairman) of 2023 and the Rulebook VASP provisions. The General Module's Art. 12 lists eight financial activities. The record sits on the CMA Rulebook; it is not on the CMA's Latest Regulations page, which listed only Decisions 11 and 13 and Resolutions 16 and 18 of 2026 on 16 October 2026. | Scope and date. An opinion on CMA-perimeter VASP activity dated on or after 28 February 2026 reads this resolution, not Decision 26/2023; one dated before it read the 2023 decision and needs re-reading. The one-year regularisation period under Art. 3 is a dated fact to check. | CMA Rulebook, Resolution 04/2026 (opens in a new tab) · Resolution 16/2026 (EN recital) (opens in a new tab) | |
| UAE (federal) | CMA | Press release: the CMA issues the Virtual Assets Framework, five core modules (General Requirements; Conduct of Business; Alternative Trading System; Anti-Money Laundering and Counter-Terrorist Financing; Prudential Requirements) and eight regulated activities, expanded from three. The release names no decision number and no effective date. Commentators identify the framework with Resolution 04/2026; the CMA does not say so. | Scope. An activity mapping written against the earlier regime's three activities needs re-reading against eight. The release itself fixes no date. | uaecma.gov.ae press release, 13 April 2026 (opens in a new tab) | |
| UAE (federal) | CMA | Resolution No. (16/Chairman) of 2026 (Board approval 9 June 2026; in force on issuance): entities licensed by the Central Bank, other than insurance companies, may practise the activities under Resolution 04/2026. | Scope. Banks and payment firms can be federal virtual-asset activity providers, so the set of counterparties an opinion may name widens. Not a marketing instrument. | Resolution 16/2026 (EN) (opens in a new tab) |
UAE: Dubai (VARA)
Dubai outside the DIFC. VARA licenses per activity under dated rulebooks; the rows are the 2025 and 2026 instruments, the 2026 notices, and a dated register snapshot. VARA (Dubai) is the jurisdiction V0 runs on, on Base Sepolia testnet; see VARA compliance (Dubai).

| effective 2025-06-19 | UAE (Dubai) | VARA | Virtual Asset Issuance Rulebook, current version (cover 19 May 2025; site: effective 19 June 2025). Category 1 issuance needs a VARA licence; Category 2 needs no licence but all placement and distribution runs through a Licensed Distributor (Rule I.E.1), and no Category 2 asset is deemed approved by VARA (Rule I.E.5); Exempt VAs have no prior requirement. Annex 2 (asset-referenced virtual assets): a legal opinion from a duly registered lawyer "may be required" (Rule III.B.2) and "shall be required" for ARVA issuers holding Reserve Assets (Rule III.C.4). The 7 February 2023, 19 September 2023 and 1 October 2024 versions had no Annex 2. | Scope and date. A Dubai issuance opinion dated after 19 June 2025 categorises the issuance under this version. | UAE (Dubai) | VARA | Guidance on the Virtual Asset Issuance Rulebook (indicative under Regulation I.B.4). Items 32 and 34, on Annex 2 opinions: the opinion is prepared and signed by a "duly registered practising lawyer", not the issuer's internal counsel; it is dated, signed and on letterhead; it states its assumptions and sources; a revised or supplemental opinion follows any material change. Example D: a 15 Working Day Submission Period for Category 2 distributions, and VARA's silence is not approval. The date is from the PDF cover and the revision feed (at least 12 entries dated 9 April 2026); the HTML pages are undated. | Scope and date. How to read a row against a credential
As-of date against event date. A LEXI credential records the opinion's as-of date on-chain. Take that date, go to the opinion's jurisdiction above, and read every row dated after it. A row marked scope means the law the opinion read has moved and the opinion cannot be read to cover the change. A row marked date means a fact the opinion relied on is now dated and should be checked again. An opinion does not update itself after its date; that is why a credential carries an expiry and a status (Live, Expired or Revoked) instead of leaving the date in a PDF footer.
Register snapshot against credential status. A register row (59 licensed VASPs on VARA's register, 370 CASP rows on ESMA's, 54 registered VDA service providers in a parliamentary answer) is a count on its own date. A credential's status is a different fact about a different thing. Check the register as of the date you rely, not as of this tracker's snapshot, and check the credential's status on-chain at the same time.
Not published at source. Where the date cell says so, an opinion that cites the instrument should state which version it read and when, and a relier should treat that statement as part of the opinion's scope.
The relier check. The three steps a relier runs on any credential (status is Live; the scope and opinion hashes match the documents you hold; your entity is a named relier that accepted the reliance terms) are on the credential page, and in a listing team's language on the page for exchanges and reliers. The terms this tracker uses (as-of date, named relier, reliance mode, scope hash, status) are defined in the glossary. Reading public on-chain metadata is free; the relier check runs against mainnet records after the audit, and nothing is on mainnet today.

The CSV holds the same 55 rows as the tables above, one row per event, UTF-8, with the columns date, jurisdiction, regulator, event, source_url, source_date, as_of_date, effect_on_opinion, verified_by and row_type (event, baseline or snapshot). Multiple sources in one row are separated by a semicolon. The rows run from 2023-03-07 to 2026-10-16; the edition window is 30 December 2024 to 16 October 2026, and the 7 earlier rows are marked baseline.

The tracker is educational commentary, not legal advice, and it speaks as of its edition date.
Changes since the last edition
Edition 1 is the first edition, so this section holds only the verification pass of 16 October 2026: every row was read again at source; the VARA register snapshot, three EU rows, two India rows and three US rows were corrected or re-dated, and seven source documents were added. Edition 2 is planned for Monday 7 December 2026, the first Monday of December. That is a plan, not a commitment: the next edition lands when every row has been re-read at source again, and it will carry a filled version of this section listing each row added, changed or retired, with the reason. Editions are numbered and dated; a row is never silently re-dated.
